Our read
Both named actives come at the very end of this list: Sodium DNA at 31, after the gums and the colorants (titanium dioxide and iron oxides), and retinal at 39. That makes both very likely trace-level.
What you get is a hydrogel patch built on water, glycerin, niacinamide and plant gums. That's a pleasant hydrating step, but it's not a PDRN or retinoid treatment for the eye area.

A quick hydrating patch before makeup.

You're buying it as an eye treatment for PDRN or retinal. Neither is present at more than a trace.
